Charter Review 2020

In August of 1994, the City implemented a new City Charter, which vested policy and legislative authority in an eleven-member City Council and placed strong executive and administrative powers in an appointed City Manager. Every ten years (in years ending in zero), the City Council is required to establish a committee to review the Charter and report on findings, conclusions, and recommendations.

The City Council created the Charter Review Committee, with members of the City Council, the School Committee, and residents of the city. The Committee will review both the structure and mandate of the city government as well as specific ordinances that have been adopted to assess whether they still serve the best interest of the city’s residents.

The Charter Review Committee Members are:
