Sergeant David A. Flibotte
Sergeant Flibotte was appointed a Chelsea Police Officer on October 6, 1986, and was promoted to the rank of sergeant on October 30, 1989 . During his carrier Sergeant Flibotte has worked in the Uniform Patrol Division as a Patrol Officer, Motorcycle Officer, and Patrol Supervisor, as well as the Watch Commander He is presently assigned as the departments Recruitment and Training Supervisor. As the Departments Recruit Investigator he is responsible for a complete background investigation any new police officers, department employee, or intern, as well as anyone who might have access to any department record as in the case of a 9-1-1 dispatcher.
Sergeant Flibotte has attended numerous Background Investigation training courses, including;
1. Background Investigations for Public Safety Positions taught by Charles Glacken of the Reno Nevada Police Department.
2. Background Investigations for Police Applicants taught by Thomas Ward and Brian Harvey of the Dallas Texas Police Department.
3. Police Background Investigations taught by Stephen Pugsley, Esq, retired Massachusetts State Police.
Additional Sergeant Flibotte is:
1. The Training Officer, responsible for handling and coordinates the training for the men and women the Chelsea Police Department.
2. The Designated Officer in Charge of the Departments Breath Testing Equipment (BATS Machine)
Breath Test Instructor, certified by the Massachusetts Municipal Police Training Council.
3. The Criminal Justice Information Systems (CJIS) Representative
CJIS is the departments link to the State criminal computer records, the Federal Bureau of Investigation computer system, and the Registry of Motor Vehicles, but to name a few.~ Sergeant Flibotte is responsible for monitoring terminal use, enforcing system discipline, and assuring that CJIS Operating Procedures are followed by all terminal user’s, as well as insuring quality control of these records.
4. NIBRS (National Incident Based Reporting System) Representative,
Coordinating with the Massachusetts State Police Fusion Center for all NIBRS records
Sergeant Flibotte is responsible for the submission of accurate statistical information to the Massachusetts State Police Crime Reporting Unit and the Federal Bureau of Investigation, for all criminal activity in the City of Chelsea.
Sergeant Flibotte holds a Bachelors Degree in Criminal Justice from Curry College. He has been trained in several aspects of Law Enforcement to include: First Line Supervisor, Suicide Prevention, National Incident Command System Training levels 100, 200 and 700, Weapons of Mass Destruction Protection, Response to Terrorist Bombings, Background Investigation, Police Motorcycle Operations, Public Records Keeping, Management Rights, Internal Affairs Investigation, Sexual Harassment Investigation, and Implementing Discipline.
