Crescent Avenue/Upper Broadway Neighborhood Zoning Change News

The City Council will be reviewing the results of the study of the Crescent Avenue/Upper Broadway neighborhood at the next City Council meeting.  The meeting is scheduled as follows:

Crescent Avenue/Upper Broadway Neighborhood Zoning Change Background

The City is undertaking a study of the Crescent Avenue/Upper Broadway neighborhood.  The area under review is a triangular area roughly bounded by Broadway, Eastern Avenue, and the commuter rail tracks.  The purpose of the study is to review development constraints and opportunities in the area and to establish appropriate land use controls for redevelopment.



The neighborhood has seen an increase in development in the past few years, including the rehab of the former manufacturing building at 181 Spencer Avenue into 100 loft units, the old American Chemical and Finish Building at 960 Broadway into 16 condo units, and the former industrial building at 69 Crescent Avenue into the CAPIC Early Learning Center.  Just beyond the study area, the City has permitted the development of the first phase of the Parkway Plaza for the development of a Home Depot and the first two phases of the conversion of the Forbes Industrial Park into residential lofts.  The City has responded with appropriate infrastructure improvements, including the reconstruction of Dudley Street and the conversion of the former NStar transformer site on Crescent Avenue to a tot lot.  However, with several projects in the permitting stage and others at various stages of development, there is a need to look at the area in a wholistic manner and to develop a plan for redevelopment that is consistent with City needs and goals.

The Chelsea Planning Board and the Department of Planning and Development held a public meeting for residents, business owners, and property owners in the Crescent Avenue/Upper Broadway neighborhood to discuss development trends in the neighborhood.  The meeting was held in the first floor community room at the Beth Israel Clinic, 1000 Broadway, at 6:00 PM on Tuesday, April 12, 2005.
