Two Chelsea Officers Receive Medal of Valor Award

Chief Brian A. Kyes is proud to announce that two Chelsea Police Detectives were awarded the “The Medal of Valor” by the Irish American Police Officers Association, the organizations highest honor. Both detectives were selected for their actions while on duty on May 1st 2007 in which they came under fire from a suspect wanted for firearm charges. The following is the summary of events that led to incident.

On May 1, 2007, Detective Sergeant Daniel Delany and Detective Scott Conley were assigned to monitor an organized pro-immigration march as it made its way through Chelsea. The parade consisted of many citizens from the community including children. At the point where the march passed the intersection of Park and Pearl Street, the detectives observed a known suspect and gang member who had outstanding active felony warrants for firearm offenses. The subject was known to the officers of having a violent history. Both detectives while approaching the subject identified as Pasqual Luna observed him armed with a firearm.  The suspect fled down Division Street with both officers giving chase. During the foot pursuit suspect Luna fired at both officers on the narrow street placing many innocent by-standers lives in danger. Both officers, with 40yrs combined law enforcement experience, realized that due to the innocent bystanders in the area they would not be able to defend themselves and return fire.  They continued to give chase when Sergeant Delaney noticed he had a burning sensation in his abdomen area. However, in order to protect his partner he continued to give chase until the suspect was apprehended with the help of responding officers and the firearm seized. Sgt Delaney learned that the round fired by Pasqual Luna grazed his abdomen area and he was hospitalized and later released. Pasqual Luna was arrested and charged with attempted murder on both officers. It was heroic action of both officers under stressful and highly dangerous conditions that led to the arrest of Pasqual Luna.
