Mission:
The mission of the Chelsea Fire Department is to provide optimum protection to life and property for the citizens of Chelsea against the ravages of fires, medical emergencies, hazardous incidents and other dangerous conditions related to the Fire Department. The traditional goals of the Chelsea Fire Department are: to prevent fires from starting, to prevent loss of life and property when fires start, to confine fire to the place where it started, and to extinguish fires. The Fire Department is comprised of the following four divisions: Fire Suppression (including mutual aid to adjacent communities), Emergency Medical Response, Fire Prevention, and Hazardous Material Control. Each division is described below.


FIRE SUPPRESSION DIVISION
The Fire Suppression Division contains three engine companies and two ladder companies and is responsible for emergency medical and hazardous materials response in addition to its suppression duties. Emergency Medical Response includes ambulance and Emergency Medical Technician services. Each suppression group is commanded by a Deputy Chief. The Fire Suppression Division contains seventy-six (76) firefighters.


FIRE PREVENTION DIVISION
The Fire Prevention Division is responsible for investigating suspicious fires, enforcing fire-codes and providing fire-related education. The Fire Prevention Division is commanded by a Deputy Chief and contains three sub-units/positions. The Fire Investigation Officer is a Captain. The Fire Code Enforcement Officer is a Lieutenant. Additionally, the Inspector/Computer Analyst position is filled by a Firefighter.


TRAINING DIVISION
The Training Division contains one Training Officer responsible for enhancing firefighting skills and techniques. The Training Officer's duties include conducting recruit training and drills for the Suppression division. The Training Officer also coordinates mandatory First Responder and Emergency Medical Care training. Additionally, the Training Officer is responsible for developing and implementing department Standard Operating Procedures (SOP's).


HAZARDOUS MATERIALS DIVISION
The Hazardous Materials Division (Hazmat) consists of four major elements: identification and data collection, compliance and community education, training and preparation, and containment and mitigation. The Hazmat Division is conducted by one Captain (Hazmat Officer) who works closely with the Department's Training Officer and the City's Emergency Management Director. The primary mission of the Hazmat Division is to prevent loss of life and property as a result of the release of hazardous materials through comprehensive understanding of how hazardous materials are used, stored and transported, and how the Fire Department can limit the release of these materials and manage incidents where release does occur.
