5.23.2   Lower Broadway Impacted Neighborhood Sticker Parking District

A. Establishment

The City of Chelsea Traffic and Parking Commission hereby establishes a Resident Sticker Parking District for the Lower Broadway Impacted Neighborhood. This regulation shall supercede any prior program or regulation relating to parking in this area.

B. Designated Residential Parking Sticker Area

The following streets have been designated Resident Sticker Parking Areas within the meaning of this regulation:

Broadway, from Williams Street to Medford Street
Williams Street, from Mulberry Street to Pearl Street
Pearl Street, from Park Street to the Waterfront
Division Street, from Park Street to Williams Street
Winnisimmet Street, from Park Street to the Waterfront
School Street
Pine Street
Beacon Street
Howell Court
High Street
Beacon Place
Chestnut Street, from Second Street westerly to its terminus at the Tobin Bridge
Tremont Street
Pembroke Street
Ferry Street
Medford Street
Front Street
Eldridge Place
Mulberry Street

C. Time Limitation

The Resident Sticker Parking Program is restricted to the streets designated herein, during the program operation hours of Monday through Friday, 8 A.M. to 6 P.M.

D. Visitor Parking

During program hours visitor vehicles bearing a valid Lower Broadway Impacted Neighborhood Visitor Parking Permit may park in legal spaces in that neighborhood. A visitor parking permit cannot be used by a car registered to the Lower Broadway Impacted Neighborhood program area. Visitor permits may not be used by the same vehicle for a period longer than three (3) consecutive days or repeated non consecutive use. Visitor permits are issued for each specific program area, are valid only in that area,
and will have the address to which it is issued printed on its face. Visitor parking permits are to be displayed on the front dashboard above the steering wheel, must be fully visible from the exterior of the vehicle, and must be returned to the resident upon conclusion of the visit.

E. Visitor Parking Permit Issuance

Only one (1) visitor parking permit may be issued per dwelling unit, for the personal use of guests who are actually visiting the dwelling unit to which the permit was issued. Visitor parking permits are to be renewed annually. Lost or stolen visitor parking permits will not be replaced.

F. Fees for Visitor Parking Permits

The annual fee for a visitor parking permit shall be $5.00 per permit.

G. Visitor Parking Permit Transferability Restrictions

No person shall sell or offer for sale a visitor parking permit to anyone, or alter such permit. Violation of this restriction shall result in revocation of both the visitor parking permit and a resident parking sticker.

H. Revocation of Visitor Parking Permits

Any abuse in the use of a visitor parking permit shall result in the immediate revocation of both the visitor parking permit and a resident parking sticker. If a visitor permit has been revoked in the past, you will not be eligible to receive a new visitor permit. A request for reinstatement must be put in writing and mailed to the Parking Clerk. You will be notified in writing when a decision has been made.
